The PNP Legal Service (LS) set off a free legal counseling project – the first of its kind – for policemen on Friday, June 10, at the National Capital Regional Police Office (NCRPO). This project supports the foundation initiative of the Chief, PNP, PDG RAUL M BACALZO, as it aims to motivate PNP members to continue to perform their duty well even when confronted with legal problems.
“Layunin namin sa LS na bigyang gabay ang mga miyembro ng aming hanay lalo na’t kung sila ay may hinaharap na anumang suliraning ligal.”, stated POLICE CHIEF SUPERINTENDENT HEROLD G UBALDE, the present LS Director.
The event marked the launching of Project : “GABAY” which is just one of the proactive projects being implemented by the LS under the creative leadership of its Director. “Following the tragic Quirino Grandstand hostage taking incident in August last year, we realized that the LS should be taking the lead in giving legal counseling to PNP members facing suits, to at least ward off anxiety that could lead to despair and even desperate actions.”, PCSUPT UBALDE explained.
An estimated 300 policemen with pending cases availed of this LS legal counseling project in simultaneous consultations conducted at the five district offices in NCRPO. Many LS legal officers assigned in the different PROs were recalled to assist those assigned in the districts. Lawyers from NAPOLCOM, the Public Attorney’s Office (PAO) and the Integrated Bar of the Philippines (IBP) likewise joined LS legal officers in extending free legal counseling to our policemen.
Under Project : “GABAY”, a PNP member who has a pending case, whether service related or not, may seek advice from LS legal officers. The advice may be limited only to informing him of his rights under the law and of the remedies available to him. Still, in meritorious service related cases, or harassment suits, the LS legal officer may advise PNP members to avail of direct legal representation under Project : “Katarungan”, another component project of the PNP Legal Assistance Program.
Similar legal counseling projects will be conducted at the PROs following the successful launching of Project : “GABAY” at the NCRPO.
