PROGRAM COMPONENTS
- Legal Advise through Panyerong Pulis @ Ur Serbis 24/7 (PP@US 24/7)
Provides on the spot legal assistance exclusively to PNP personnel in need of immediate legal consultation through multimedia modes of communication such as internet, facsimile, landline and cellular phones.
This program answers legal queries regarding PNP operational concerns, criminal and civil procedures salient features of relevant laws and issuances, and determination of appropriate action to be undertaken or case to be filed against the offender depending on the facts of a given case. These queries must come from PNP personnel who need immediate, reliable and credible legal advice response from a lawyer who is also a PNP Officer.
- Legal Consultation
Provides legal assistance to walk-in PNP personnel and their dependents requesting for legal advice on matters relative to the administration and operation of the PNP.
The project is programmed to address the request of walk-in PNP personnel and their dependents for legal advice;
The clients shall fill up a request for legal consultation form detailing the necessary information needed for them to be provided said legal advice;
PNP personnel whether uniformed or non-uniformed are the primary clients of the project; and
The project will provide PNP personnel and their dependents with quick and inexpensive legal assistance by providing their needed legal advice.
- Seminar and Lecture
Are being initiated and conducted nationwide to keep PNP personnel abreast with law and jurisprudence; and to discuss and manage pressing legal issues affecting the enforcement of the law.
It covers issues and matters in a particular area of legal concerns as well as relative laws e.g salient provisions, implementing rules and regulations, and amendments of said laws.
It was conducted periodically to provide PNP personnel with the needed legal updates and information.
PNP personnel in various police operations shall be the recipients of said project.
In particular, seminar is programmed for duration of maximum of three days to cover various and related topics in law, while lecture is programmed for a maximum duration of four hours to cover only limited topics in law.

- Legal Counseling
Aims to reach out PNP personnel in their respective areas of responsibility, and conduct legal education through legal advice to PNP personnel facing criminal, administrative and civil cases as a result of the performance of their official duties.
It shall address matters of concern appropriate to the legal queries presented for advice by PNP personnel with pending cases.
It is conducted quarterly in all Police Regional Offices as programmed by the respective Regional Legal Officers.
PNP personnel with various pending cases shall be the primary clients of said project.
It is aimed to assist PNP personnel facing various cases and be informed of their rights and remedies under the law.
- Legal Representation
Was created to assist and represent PNP uniformed personnel charged with service-connected administrative, civil and criminal cases. It was conceptualized and organized in accordance with the mandate of the Republic Act No. 6975 as amended, to address the needs of PNP personnel facing service-connected charges as a result of the actual performance of their duties.
It was programmed to give legal support to PNP personnel charged with administrative, civil and criminal cases as a result of the performance of their duties filed before the PNP Disciplinary Authorities, courts and any quasi-judicial bodies;
The Regional Legal Assistance Board (RLAB) or National Support Units Legal Assistance Board (NSULAB) where the PNP personnel concerned assigned will determined whether the case filed against the PNP personnel concerned is service connected or not through a resolution. If it is a service-connected cases, the Board will designate a handling lawyer from the Legal Service; and
The handling lawyer will represent actively the PNP personnel filed before the PNP Disciplinary Authorities, courts and any quasi-judicial bodies pursuant to a resolution approved by Regional Legal Assistance Board (RLAB) or National Support Units Legal Assistance Board (NSULAB). Thereafter, the said resolution will be subject to confirmation and approval of the National Legal Assistance Board (NLAB).
- Special Cases
Assist and coordinate with the Office of the Solicitor General (OSG) in the litigation of other civil action and extraordinary writs, among others, such as: Writs of Amparo, Habeas Corpus, Prohibition and Mandamus, Monitor the status of special civil cases and provide updates thereto, Assist and coordinate with the Office of the Solicitor General (OSG) in all appealed cases wherein the PNP is a party, Assist the OSG in the preparation of pleadings, memoranda and other legal documents.
Represent the PNP and/or collaborate with the concerned office in any civil actions or any judicial and quasi-judicial bodies for the recovery and titling of real estates of the PNP, Draft and conduct study on contracts, agreements and on matters pertaining to ownership and/or conveyances of real estate to which the PNP has interest.
- Assisting Attorney in Criminal Investigation (AACI)
This program is the enhanced version of the “Crime Scene Attorney” as prescribed in PNP Memorandum Circular dated 2013 which institutionalized the inclusion of PNP Legal Service Lawyers in the conduct of actual crime scene investigation. AACI refers to the PNP Legal Service lawyer who shall assist the Chiefs of Polices (COPs), Investigator on Case (IOC), the Scene of the Crime Operation (SOCO) or other PNP personnel in charge of conducting criminal investigation including the actual crime scene investigation.
- Police Prosecutors Assistants (PPA)
Is a form of legal representation pursuant to Memoranda of Agreements (MOAs) between PNP and NPS-DOJ. PPA refers to a PNP Legal Service Lawyer authorized by NPS-DOJ to assist the Public Prosecutor in the prosecution of any criminal cases filed by PNP.
